Efficient use of knowledge in the service of public administration

The Budapest University of Technology and Economics held a scientific symposium to commemorate the 20th anniversary of the founding of the BME Centre for Information Technology in Public Administration (BME IK). The symposium provided a ceremonial framework for the conclusion of a cooperation agreement between the Ministry of the Interior (BM) and the University of Technology, signed by Minister Dr. Sándor Pintér on behalf of the BM, and by Rector János Józsa and Chancellor Attila Kotán on behalf of the BME.

The cooperation is based on the principles of an efficient state, the creation of a truly electronic public administration, the maintenance of order and public safety, and the prevention of disasters. The realisation of developments related to these strategic objectives will contribute to the security of citizens, the improvement of their quality of life, the efficiency of the functioning of the public administration and the creation of a cost-effective public administration. The success of the development of central and local public administration, crime prevention and detection, disaster prevention and emergency response cannot be achieved without further significant IT developments to ensure close cooperation (interoperability) between government, public administration and local government subsystems (specialised systems) throughout the life cycle of the new, modern electronic public administration system to be developed.

The Ministry of the Interior intends to rely on a vendor-independent professional competence background for the further development of its existing IT systems and the development and implementation of new IT systems in its own and its competent organisations (ORFK, OKFI, NISz, IdomSoft), and therefore explicitly builds on the wide-ranging and scientifically sound professional competence of the BME.

The explicit aim of the signed cooperation agreement is to ensure that the cooperation between the institutions becomes predictable and systematic in the long term, and that its results serve the successful fulfilment of the primary tasks of both the BM and the BME based on mutual benefits by making efficient and optimal use of resources.

In his opening speech, Dr. János Józsa, Rector of the BME, praised the 20-year-old activities of the BME IC, its exemplary role in promoting the creation of the Hungarian e-government, and its success in the concrete social utilization of university knowledge and expertise. In the context of the cooperation agreement, he mentioned that BME intends to develop its activities in such a way as to contribute to the successful solution of the problems raised by society and the economy.

In his opening speech, Minister Sándor Pintér, the main patron of the symposium, praised the long history of successful cooperation between the Ministry of the Interior and the University of Technology, and also mentioned the importance of the BME’s IC activities. He outlined the most urgent tasks facing the development of public administration, highlighting in particular the importance of cyber protection, the development of health care and disaster prevention.

In his presentation, Dr. Péter Risztics, President of the BME IK, recalled the most important development achievements of the IK over the past 20 years. Deputy State Secretary Károly Hajzer reported on the latest achievements in public administration development. The other speakers of the symposium, István Jankovits, Director of BME IK, Dr. Imre Szeberényi, Deputy Director of BME IK, Attila Szabó Zoltán, CEO of NISz and Dr. Balázs Karlócai, CEO of IdomSoft, presented some of the outstanding achievements of public administration development.
